As regards the detailed proposals of the Governor for financing the Native Banks, My Lords take no objection to the suggestions for the increase of the note issues of the Hong Kong and Shanghai Bank and the Chartered Bank but They consider that, in as.nuch as the failure of the Native Banks would be a matter of serious concern to the
